Camp BGen Rafael T Crame, Quezon City–Philippine National Police Anti-Kidnapping Group through its Mindanao Field Unit (MFU), Davao Satellite Office (DSO) served two Warrants of Arrest (WOAs) against wanted persons affiliated with the New People’s Army (NPA) for crimes involving Kidnapping and Serious Illegal Detention and Violations of Republic Act No. 9208 as amended by Republic Act 10364 (Expanded Anti-Trafficking in Persons Act of 2012).

At around 1:50 PM on November 12, 2025, AKG personnel in coordination with the BJMP Butuan City Jail, Male Dormitory, served a Warrant of Arrest against Rizaldy Sumubay Sumunod, alias β€œEman,” 45 years old, male, married, and a resident of Agusan del Sur. Shortly after, coordination was also made with the BJMP Butuan City Jail – Female Dormitory and served the Warrant of Arrest to Elizabeth Monter y Cagas, alias β€œJuliven/Amihan,” 35 years old, female, married, and a resident of Baleguian, Jabonga, Agusan del Norte.

The warrant with Criminal Case No. 6527 was issued by Hon. Fernando R. Pudalan Jr., Acting Presiding Judge of RTC Branch 7, Bayugan City, Agusan del Sur dated January 30, 2020, with no bail recommended. Sumunod and Monter are currently detained at the BJMP Butuan City Jail, Male Dormitory and Female Dormitory for the crime of Attempted Murder and Destructive Arson respectively.
