Camp BGen Rafael T Crame, Quezon City βIn a significant breakthrough in the relentless campaign against kidnapping and other heinous crimes, operatives of the Philippine National Police Anti-Kidnapping Group (PNP AKG) successfully arrested one of its Most Wanted Persons (Top 7) during an intelligence-driven operation conducted in Pasay City on June 19, 2026.
The arrested suspect, HARLEY CAIRO, was apprehended at about 6:00 PM in Tramo, Pasay City pursuant to two outstanding Warrants of Arrest issued by the Regional Trial Court of Taguig City, with Criminal Case No. 10204 for Kidnapping for Ransom with Homicide under Article 267 in relation to Article 249 of the Revised Penal Code, as amended and Criminal Case No. 10205 for Kidnapping for Ransom and Serious Illegal Detention with Serious Physical Injuries under Article 267 of the Revised Penal Code, both cases with no bail recommended.
The successful arrest is the result of sustained intelligence gathering, strong inter-unit coordination, and focused law enforcement efforts in tracking and apprehending fugitives involved in serious criminal activities. This accomplishment reinforces the Enhanced Managing Police Operations (EMPO) thrust of the Chief, Philippine National Police, carried out through intelligence-driven operations, intensified manhunt efforts, and swift, decisive law enforcement actions aimed at maintaining peace and order through accounting of wanted persons.
